Install Using Ymap:
1. Install mapbuilder and mapeditor
2. Open OpenIV and place Jail.ymap in update/x64/dlcpacks/custommaps/dlc.rpf/x64/levels/gta5/citye/maps/custommaps.rpf/

Install Using Menyoo:
1. Install mapbuilder and mapeditor

2. Install Menyoo
3. Place Jail.xml in Grand Theft Auto V/menyooStuff/Spooner
4. While in game hit F8 go to spooner then manage saved maps and load Jail.xml
