SP: In your Open IV, go to
C:/Program Files/Rockstar Games/Grand Theft Auto V/mods/update/x64/dlcpacks/patchday1ng/dlc.rpf/x64/models/cdimages/ped_mp_overlay_txds.rpf/ and replace the correlating body hair file with mines.
Fivem:
Drag and drop to your stream resource folder. Tattoos will be in the “chest Hair” section of the skin menu.
