to install put the file in mods/update/x64/dlcpacks and openiv go to dlclists.xml and put this
dlcpacks:/dltenc/
spawn name DLTENC in utility category
to add the trailer to a car go to vehicles meta put
dltenc
under trailers in vehicles meta
