2: Add dlcpacks:/bmjr_bldsht_SP/ in your mods/update/update.rpf/common/data/dlclist.xml

Install FiveM:
1: Drag and drop bmjr_bldsht_FM from FiveM archive in your resource folder
2: Add bmjr_bldsht_FM in your server.cfg
