For FiveM:
Simply drag and drop the files from the FiveM folder into your server stream folder!
Detailed installation steps can be found in the included ReadMe file

For Singleplayer:
Open OpenIV.
Enable Edit Mode
Install mpclothes
Drag and drop the files into the following path: mods/update/x64/dlcpacks/mpclothes/dlc.rpf/x64/models/cdimages/mpclothes_female.rpf/mp_f_freemode_01_mp_f_clothes_01
