The known system of SCP-173 is called Neck snap in GTA V

Install:
Place NeckSnap.wav and ScpMove.wav and SnapKill.dll and SnapKill.ini into your “scripts” folder

place ig_bankman.ydd and ig_bankman.yft and ig_bankman.ymt and ig_bankman.ytd in Grand Theft Auto V/mods/x64e.rpf/models/cdimages/componentpeds_ig.rpf

Default: Press “E” To Active
