2:Use OpenIV extract
X:Grand Theft Auto Vupdateupdate.rpfcommondatadlclist.xml
then use notepad open it,add new line

dlcpacks:fmgt18

Save it and use OpenIV replace it.

Spawn name: fmgt18
Install Gameconfig(Add-On Crash Fix)
