Added a .ymap file that spawns vehicles included in this mod at specific locations:

• Bolingbroke Penitentiary

Added a “dispatch.meta” file.

Added a “zonebind.ymt” file that enables and restricts the spawn point of the SASPA during a wanted level to Bolingbroke Penitentiary.

NOTE: This “zonebind.ymt” is not compatible with other “zonebind.ymt” files included in other mods.
