Use OpenIV to extract
X:/Grand Theft Auto V/update/update.rpf/common/data/dlclist.xml
or
X:/Grand Theft Auto V/mods/update/update.update.rpf/common/data/dlclist.xml

Then open it with a text editor and add a new line:
dlcpacks:/oycu9/
Save it and replace the original file using OpenIV.
