Rework of the “East Coast” to make the map look more lively.

What Was Done:
Added more lighting around the shops in town;
A new gas station behind the police and fire stations;
A new police impound lot;
A new store under construction;
Access from the back via electric vehicle charging stations;
Speed bumps adjusted and signs added;
Many other minor changes.
