Reworked “East Coast” to make the map seem more alive.

What’s Been Done:
Added more lighting around the stores in town;
New gas station behind the police and fire station;
New police impound lot;
New store under construction;
Reverse access through electric car charging stations;

Adjusted speed bumps and added signs;
Many other minor changes.

In Version 1.3.1:
Added new industrial park outside of town;
Added hospital;
Improved downtown (Firwood)
