The Southern California Rapid Transit District (SCRTD) established the RTDPD transit police force in 1978. Following institutional consolidation in 1993, it was renamed MTAPD. This long-standing transit police department was officially disbanded in 1997. For more than two decades afterward, security on Los Angeles’s subway and bus systems was outsourced to the LAPD and LASD under contract, leading to fragmented authority, slow response times, and persistent issues including violent incidents, homeless encampments and drug-related problems along transit routes. In 2024, the Metro board voted to reestablish its own law enforcement agency, the TCPSD, led by the former San Francisco Police Department chief. It plans to employ 630 sworn police officers at full capacity, together with social workers and safety ambassadors, to combine law enforcement, mental health crisis intervention and homeless assistance. Large-scale high-salary recruitment kicked off in 2026, with a five-year transition period to gradually take full charge of security across the county’s entire rail and bus transit network.
